How can I apply?
Contact Town Hall to request a "Committee Member Application Form." Complete the form and return it, or send an up-to-date resume (if available). The Town Clerk will forward the information to the Mayor and Council for their consideration.
I don't have any expertise or experience in these fields; how can I serve?
While some level of experience and expertise is desired for some positions on a committee, the Mayor and Council are more interested in receiving input from the "average" citizen. You don't have to be a specialist in any field or even have any special experience. What is most important is that you are a Capitol Heights resident willing and able to serve.
What about time commitments?
Most Committees meet monthly. The meetings are usually held at the same time on the same day (e.g., Economic Development Committee meets at 7:00 p.m., every third Wednesday). Most Committees meet at Town Hall, One Capitol Heights Blvd. Ample parking is available. Most meetings last approximately one and one-half to two hours, depending on the agenda. Sometimes the Committees may hold a special meeting or sponsor an event that will take place in addition to the regularly scheduled monthly meeting.
What if I can't make all of the meetings?
The Committee concept is one of group processing and decision-making. In order to ensure that the committee is most effective, it is important that all members attend as many meetings as possible. It is standard convention under normal Policies and Procedures for committees that state that three consecutive absences will be considered as a resignation. However, members may take excused absences (illness, travel) from time to time.
I'm not involved in politics. Aren't these political appointments?
The Mayor and Council are nonpartisan. The Committee members are not "political appointees." The Committees serve an extremely important role in the decision-making process, thus it is imperative to the Mayor and Council that all Committees be representative of the entire Capitol Heights community. The Mayor and Council are always looking for citizens who care about their government, regardless of their political affiliations.
Are there any legal requirements for board and commission members?
All Committee members are considered "appointed officials" and are prohibited from using the prestige of the office for their own private gain or that of another. Appointed officials of the Ways and Means Committee, Development Review Committee, and the Economic Development Committee are required to file annual Financial Disclosure Statements.
What should I do to learn more about a specific Committee?
You can drop by Town Hall at One Capitol Heights Blvd., or call 301-336-0626 to request a copy of the specific Committees Resolution or Charter which provides a detailed outline of the Committee’s charge. In addition, we recommend that you attend a few meetings and meet the present Committee members to become familiar with exactly what is involved in serving.
What happens if I'm not selected or appointed?
If you are not selected to fill a position, we will keep your resume on file for at least a year for consideration when future vacancies occur.
What if I'm interested in more than one Committee?
You'll be considered for any Committees for which you express an interest and which have vacancies. However, to make sure that everyone interested in participating has an opportunity, individuals may serve on only one Committee at a time.
