Mayor Kito James

Kito James is a 36-year-old native Washingtonian.  Mayor James attended public school in Washington D.C. throughout his academic career.  For the last 19 years, he has been a resident of Prince George’s County, Maryland.  Mayor James is a graduate of the University of Maryland at College Park where he studied government & politics and received a minor certificate in African-American studies.  For the last nine years, he has been an entrepreneur and contractor for the federal government. Mayor James is a board member of the London Woods Homeowners Association, Maryland Black Mayors Inc., and Maryland Black Mayors CDC.

While a Capitol Hill intern for the Honorable Congressman Albert R. Wynn, Mayor James developed an understanding and passion for public policy.  His activism led him to participate in the planning of the historic 1995 Million Man March.  He also worked with the coordinating committee to commemorate the 10th Anniversary for the Millions More Movement in 2005. Always concerned about the state of the body politic, in 2004 Mayor James took note of a young Chicago state senator who delivered the keynote address at the Democratic National Convention.  Three years later, he joined the Prince George’s County Campaign to elect this young presidential candidate for his visionary leadership. The historic 2008 election of President Barack Obama reaffirmed Mayor James’ view that real power lies in the people, and the power of ‘CHANGE´.

Mayor Pro Tempore Marnitta King

Marnitta King was reared in Capitol Heights since she was an adolescent.  For over 30 years, Marnitta has represented Capitol Heights as a scholar, a resident, an advocate, and most recently, Mayor Pro Tempore.  Marnitta graduated cum laude from the University of Maryland Eastern Shore with a Bachelor of Science degree.  Marnitta also received her Juris Doctorate, with honors from the University Of Maryland School Of Law. Marnitta is an active litigating attorney in Maryland and the District of Columbia.  It is with God’s grace that Marnitta has been able to use her education and experience for the betterment of Capitol Heights. As a Mayor Pro Tempore, Marnitta chairs the Business License, Charter, and Code Committees. Marnitta takes a personal and active role in the enhancement of Capitol Heights’ senior citizens quality of life.  Marnitta continues to fight for economic development within Capitol Heights, which is balanced by sensitivity for neighborhood preservation. Marinitta considers herself an advocate of the people.

Councilwoman Renita Cason

Renita Cason born on December 24, 1962 is a native of Norfolk, Virginia.  Councilmember Cason received her formal education in the Norfolk public school system. In 1988, she enrolled at Norfolk State University where she received her Bachelor of Science degree in computer science. After graduating she relocated to Maryland were she began a career with the Department of Navy as a computer scientist/system engineer.   In 1991, she became a resident of the Town of Capitol Heights/London Woods subdivision.  She has been a concerned and active resident of the Town of Capitol Heights for many years.  She served on the London Woods Homeowners Association as Recording Secretary and member at large.  Currently, she is vice president of London Woods Homeowner Association. For the last four years, Renita has served a Mayor Pro Tem and chairperson of the Personnel Committee.  Renita wants to increase citizen involvement in Town issues and events.

Councilwoman Monique Hunter

Monique Hunter has been a resident of Capitol Heights for 7 years and has lived in the DC metro area for 30 years.  Councilwoman Monique Hunter received her master’s degree in educational leadership from George Mason University.  She received her undergraduate degree in government and politics from the University of Maryland at College Park.  As a current administrator for the District of Columbia Public Schools, Monique has a keen interest in the welfare of youth and young adults.  The Councilmember serves on the Youth Committee for the Town of Capitol Heights as well as the education ministry at her church. During her time in Capitol Heights, she has quickly become involved in the Town’s affairs. Councilmember Hunter is vocal in regards to public safety, economic development, and a better environment.  In her spare time, Council Hunter likes to play basketball, read, and travel.  As a Councilmember, Monique has focused on enhancing neighborhood beautification, providing visible community safety, and upgrading internal Town infrastructure.

Councilwoman Tamil Perry

Tamil Perry is a nine-year resident of the Town of Capitol Heights. She was born and raised in the southwest quadrant of Washington, DC. She is an experienced municipal government manager and a successful grant writer. Currently, Councilmember Perry is employed by the District of Columbia government as a public affairs officer. She previously worked for the City of District Heights for more than six years as the city clerk and city manager. She has also worked for the City of Falls Church. Her city management skills, knowledge of municipal and state legislative processes, program development skills, and experience managing major public services will prove to be valuable to the Town of Capitol Heights. Councilmember Perry graduated cum laude from Bethune-Cookman College with a bachelor’s degree in mass communications, then went on to earn her master’s degree in marketing from Webster University. Councilmember Perry is married to Merrell C. Lloyd, II and they have a son, Merrell, III.  As a councilmember, it is Tamil’s goal to improve all town services.

Councilman Kenneth Vinson

Kenneth Vinson has resided in London Woods since 1983. Councilmember Vinson graduated from Phelps Vocational High School and attended Lincoln Technical College for automotive technology.  The Councilmember has worked as an ASE certified auto mechanic for Avis/Budget Rental Car for over 30 years. He is the president of the International Association of Machinists and Aerospace Workers Local Lodge 1486. Ken is also the president of London Woods Community Association. Ken was a councilmember in the Town of Capitol Heights for 12 years before his re-election in 2010.  Councilmember Vinson has extensive experience with local government issues, as well as a working background and knowledge of the issues that plague Capitol Heights. Ken has coached football for Capitol Heights/Seat Pleasant Boys and Girls Club. Ken has been involved with helping to improve the quality of life for the residents of Capitol Heights for the last 29 years and he is still ready and able to continue. The Councilmember has been married to Lucinda Vinson for 29 years and have three children.

Councilman Victor James

Mr. Victor L. James, Sr., born a native Washingtonian in historical Anacostia, moved to the very fine Town of Capitol Heights, Maryland in the spring of 2002.  Strongly driven by God and the institution of the importance of family, he settled down and decided to make Capitol Heights his home.  He later married the love of his life, Monica Mayo, and from this union, three wonderful boys were born. 

Victor James received a (B. Arch.) degree in architectural engineering from the University of the District of Columbia in 1998.  Before running for public office, he was very active in his church and community.  Victor served on the deacon’s board since 1989.  Victor is also an associate member of the American Institute of Architects, and currently serves on the Town of Capitol Heights Planning and Review Board.  He is also the vice-president of the Town of Capitol Heights Boys and Girls Club.  After serving as vice-president to the C.H. Boys and Girls Club, he was inspired to serve in a greater capacity.  So, he has a mandate to make the Town of Capitol Heights a town of spirituality, prosperity, livability, and opportunity for all.  With a vote for James as Councilmember, Capitol Heights will be reinvesting in the Town’s neighborhoods through initiatives, such as Community Safety Plan, “Going Green”, and Infrastructure Development. 

The positive changes made with Councilmember-elect Victor James will inspire a new sense of civic pride, responsibility and belonging amongst the citizens of the Town of Capitol Heights.
